China aircraft carrier warship

China is planning to build a nuclear powered aircraft carrier that will be made from the reactors of their existing submarine. 

Speculations has it that the warship will be used to patrol the Indian Ocean, though the Chinese are reluctant to agree that that part of ocean belong to India.

Can we say that China are trying to flex their muscles on India, or are there some form of misunderstanding between the two Asian countries?
